You may now import listings from different sources using ad importer plugin. Check it out:

Please tell me if I can use this plugin to export all ads from osclass 3.9 to 4.1

You can do that, but to export listings you can do it manually or using rest api plugin.

A manual list of which fields from the database need to be imported into the new one, so as not to miss anything

As many fields as you need, required one are probably title, description, author email and category
