You wrap the code into block:
if(osc_is_web_user_logged_in()) {
  ... something visible to logged-in users...
}


This setting makes it visible to logged in users. For those who are not connected, how can it not be visible?

If something is visible to logged only, it will not be visible for non-logged.
You can reverse condition using ! operator
