Comments on PHP code in Banner

In the Theme Setting Advertisement section, the Banner comments on the cell - it cuts (and does not perceive in the frontend) PHP code! How to avoid this?

So I understand that I can not add PHP code! Therefore, I appeal, how to remove this restriction? Or give a direction in which direction to look, which file is responsible for this. Please help remove this restriction!
