How do I make the language selection drop-down list?

Theme does not contain such option, so it is purely on you.
You may get inspired i.e. by Tatiana theme, that is free and contains this feature in header.

The Tatiana theme uses js to select the language from the dropdown list. Help me understand what js is, and where is this js!

You will have to understand basic terms to do such modifications, otherwise you waste your time.
