in the plugin can i change

from https://static-d761.kxcdn.com/oc-content/themes/veronika/css/all.65.css
to https://static-d761.kxcdn.com/css/all.65.css 
or  https://static-d761.kxcdn.com/oc-content/uploads/0/425_thumbnail.jpg
to https://static-d761.kxcdn.com/uploads/0/425_thumbnail.jpg

No, you can change just base url

can you make user can use it by change this hdefine to cdn because keycdn allow user point url directory
- osc_current_web_theme()
- osc_plugins_path()
- osc_lib_path()

It's CDN plugin, it does not make sense to do such changed at all.
