Delta theme use new way for multi-lingual classifieds, where user can only add listing title/description in language currently selected.
This means, i.e. if my locale is Czech, title & description is added in Czech.
Our expectation is that less than 1% of customers would enter these data in 2 languages separately

I see that there is a tab to add x language in back end view, but is there a way to add the same tab in front end for user who want to write the desc. in multiple languages?

Depends on theme - what way it choose.
There are themes showing just 1 locale, but also multiple locales.
Both paid & free.
You may check item-post.php for different integrations (it's about one function)
