Hello,
Iv just managed to translate the Delta Theme language files, to Romanian. Only front office ( no Backoffice translation, although there are few strings translated ).
 
How to use :

1. Create a folder named ro_RO inside oc-content/themes/delta/languages  on your hosting.
2. Unzip ro_RO folder
2. upload the theme.mo / theme.po files.
2. change the language to Romanian in osclass settings.

If you have Delta theme between themes, you will see translation in Market > Languages > Themes translations

yes i have it xD  ( under different account ) that's why I translate it. ( several plugins on the way , currently translating os pay )
