Is it possible to setup in theme classical selection of Regions, Cities - with drop down or similar ?

a mix of those would be ideal. you are using this one the home page right now at the theme. the user can type on "Country, region or city" and at the same time he has some proposals to click ( not all) if he does not type anything.  On the post ad page you have the drop down option only and users can't type to find fast and easy their location.   Could you possible create a solution for this?   ( to be able to type and find what is available on the list to select from )

But i can't find the codes for delta theme.

Delta theme does not use such code.

Doesn't anyone here want to help us too?

There is 30 other themes out there. You can use same logic in any theme
