If I have 1500 alert subscribers , does alert form, have alimit on how many subscribers to send the alert?

I am wondering if the alert form sends alert to all these subscribers

It sends to all. If you have more users, some load balancing should be applied on mail server or use of external mailing service that will be able to balance mail sending.
