Ok I am brand new to osclass, so sorry for the probably simple answer.

I just bought the Forums Osclass Plugin and it says it comes with documentation, but I can not find any.

So... how to I get the forums to show up. I installed the plugin - but nothing

Documentation is in configuration page itself. You will usually not find PDF describing what you can do in plugin (except Osclass Pay), but rather than that, each setting has it's explanation.
If you installed plugin, forum is already working properly, you just need to place link to it into your theme.
