Title: Category link is not generated correctly in Russian version

Why not correctly generated listing URL in other languages?
Only works in English.

I think the links do not support charset utf8.

That is not easy questions.
Generally, you can use any character in URL, it should be presented in URL encode, but your hosting provider might not support this. You could try to rename categories to English also in Russian version to check if after this is link generated correctly.
