Does this plugin have a way for the admin to setup item contact limits for individual user accounts (override global settings) so some users are allowed to go over the global limits?

Optionally, if  the admin can charge users for item contacts over limits or create a item contact limits package (per person) by overriding global limits, I may be interested in buying it.

No this plugin does not provide option to set personal limits.
