Want to use for Payment reminder with conditions

Newsletter plugin send email to all registered users. So, want to confirm few things -

Like 1000 total registered users, 875 active users, rest inactive. So,

1) mail goes to only active users, or inactive also ..?
2) out of 875 active users 100 users buy membership or they have wallet balance ( paying & buy from admin )  so here how to filter only non membership buy users...?

So, only mail goes this users and not bothering to already ad pack or membership buy users.

Email reminder plugin not found any this option, and available options are okay , but main payment reminder and company profile unpaid paying reminder etc emails sending system want.  Payment plugin we make a membership group, now how to filter users those are in group means already paid seller and other are still not yet join any group.

For more sales and seller payment conversion this must required. But still not found any strong solution. Normal email gone ad promotion but i think their is no any option send repeat or admin setup system to follow-up. 

If anyone have solution or idea, pls answer here.

Just updated plugin to skip deactivated and disabled user profiles.

Great. At least we can say, already paid join member can ignore and rest users must attention and join as paid group membership. So, follow-up mail task done here. 

Also, try to filter users, in next update where paid / active / no-active user can select and send newsletter.
