Users and drop down list for location (regions, cities)

Hello,
I see that when I create a new user, the user, in the edit listing, does not have the drop down list for country/region/city.
How to activate it?

Each theme has different option for location selection, it can be dropdown, autocomplete (single, multi), ...

actually I log out and log in in another browser and the problem is gone. maybe a temporary php glitch?
