How can I change item post redirect order Osclass pay and sms verification plugin?

Only 1 redirect can work, so you must choose.

How to choose redirect order? (Post ad without login)

Item post => sms verification => payment

Item post => payment => sms verification

There can be only one redirect. Their priority can be managed in osc_add_hook function (last third parameter from 1 to 10, 1 is highest priority)
