I would like to make following changes

Hi,

1-
Iam using Alpha theme, and in the mobile view, the "promotions" section does not appear. Please see screenshots.

2-
When the seller view his "premium" item, i want him to see "extend premium" instead of "mark as premium". If this hard to do, how can i delete this section completely from item page?

You will have to edit theme functions and files to get your customizations there.
