I have a Free Group made , that all members are assigned to when they register and join. Let's say they get 10 item listings for 60 days. After that 60 days, is that the end of that group for the members in that group that have used up there 10 free listings and then they have to purchase another group to keep posting or is that Free group allowed again after that first 60 day period and they get another 10 free item listings.

What is question? 

 Exactly what I thought too..  , do members have to purchase into another group after there limit is used in my free group, of 10 listings and 60 days term or does the free group start over with another 10 free listings.

I do not think I understand your concern.
- you setup limit for group (or default limit)
- once user reach limit, adding listing is not possible and only way to add new one in that particular time, is to upgrade plan (upgrade membership)

 I have a free group for new members:  10 item listings for 60 days. , after the member reaches that 10 item listing for 60 days,  Is the free group reactivated after the 60 days is over for the members in that group to post another 10 items in 60 days  OR , this free group membership is over for that member and they have to upgrade then. 

 I am just trying to figure out how to keep new non business members with a free limit in posting for a certain amount of days, without losing there free membership every 30 days or 60 days or what ever it is set at or will i have to just set the free group to like 365 days or 3 years of days and a certain amount of listings within that time period. They way the plugin is set up, if members are not put into a group, there are no bonus for them, they can not promote, the affiliate system can not be used, etc.

This free group I added was the only way I could see how to make things attractive to new members and to give them a little something extra and to use the affiliate system to make it interesting to get other friends or family to join up, etc.

There is no reactivation.
10 items in 60 days means, that you can add maximum 10 items within 60 days period. To me it sounds pretty clear.
Your other questions seems to be mix of different topics (limit has nothing common with expiration, group has nothing common with ability to promote etc).

 Thanks for your answers, but it is a very complex system to understand. So to be clear of what I am understanding from you is that once the members days are expired within my free group, they have to purchase a membership of another group to keep posting or just leave the site.

Yes and no.
The "limit" is considered in real time.
If I add 10 listings on first day, I will be able to add another 10 on 61st day.
But I can add 2 listings per week, my limit will be reached after 5 weeks. Then, on 61st day I will be able to add 2 listings, next week 2 listings etc.
That is meaning of "XY items per XZ days".
