How can we get highlights ad block for home page ?

I want to show all highlights ad in home page and above search page block like premium ad
Does it's can ?

There is no such feature.
Objective of "highlight" is to highlight item across others. If only highlighted items are shown, it has no benefits anymore.
For this purpose "premium" feature is made.
