Plugin that paid for but exp support?

I found that when my support for the plugin has expired, I also can't download the version I bought without support?
Should it be so?

Yes, as subscription & support expire, license is non-expiring.
Subscription entitle you to download product and updates
Support entitle you to get support on products
License entitle you to use product on 1 domain.

If licens not exp than i schould could download that verison i paid for?
Many of them havent new verison so if i did not download them and save on my computer i need to buy agian.. littel ridicilous if u ask me.
