I have Item Validation Plugin. and it was working properly before yesterday.

and I have not changed anything, but from yesterday whenever customer publishing product on my website its not asking for validating, all product being published without requesting validation.

While when I upload product from Admin Panel, then its asking for validation.

while all settings are same. (Check Screen Shot)

Please tell me how to fix this Issue.

I already create support ticket.. but there no correct response.. only they need ftp login

Do not think anyone can fix without ftp if it works ok on demo and cannot be reproduced..
Tip: always have test version of your site for such issues.

I have shared ftp details there. and they have checked 2 hours , finally they said this is not plugin issue, this is sql server issue.

while my site is working fine , and able to upload product from admin panel and also users can upload product. But when they upload product getting below messages -

Your listing is not visible yet, it needs to be validated by admin
Your listing has been published

Both notification showing when uploading products. and when I publish product from Admin panel , that product goes for Item validation but not for user.
and one more thing - when I edit product and save the product, its showing for validation (means product deactivated) but not showing in Item Validation. and in Product list Activate option is disable.

Checked ticket resolution and reason is your database often go bye bye.
You think your site works fine, but hidden processes does not (ie user listing count is wrong).
Notifications are not database related. When DB goes off, osclass will not report this as error until you look i to DB log.
Tbh godaddy is not best hosting under sun and trying to find problem where it does not exist is waste of your time.

According to godaddy everything is fine. and I also set max_allowed_packet = 500M . But still same issue.

And I also don't think its server issue.

Because when I am uploading product from admin panel its easily published and goes for Item Validation.

While mainly I upload product from Admin panel, user upload only 10 - 15 products in a day or not.
But I think there is some problem in User and Admin communication. I don't know how it work..

but when I upload product from admin panel, I always get product for validation and I also able to edit product.

But in user this problem still continue and one more thing - when user upload product there is option for condition, when I am changing from Admin panel or from frontend its not being changed. whenever I select new or used then click on saved, then it shows notification product saved but when we again edit its again showing to select condition from both side admin panel and frontend.
