Looks like problem to generate chart (chart with comments?)

I never used Comments, they were always disabled.

Anyways, this doesn't see to cause any issue.

That could be the reason, that something is missing to generate chart because you have 0 comments, but I was not able to reproduce it.
It should not cause issues as it is related only to chart generation you probably do not use and may look empty (even functional or not functional).
