How to review all posts by all users before allowing a post live?

Currently the problem there are many abusive users who post illegal post like porn and gambling on my osclass website.
How to filter and make all new post must be reviewed by me (admin) before I can allow it to publish?

you can use "More Edit Plugin" which is a free plugin, if you configure it correctly, all the new listings will be inactive and blocked till you review and unblock and activate them
