How could I have latest ads on the right side of homepage (look at the attached picture)? I am using Osclass v8.1.2 and Tatiana Premium Theme 3.7.0.

No. Go to sigma main.php (or of any other theme) and search for "latest" ads. Pretty sure there are latest ads on home page in Tatiana theme as well.
