Lock category for users to set

Hello.
How can I edit a specific category for all users except the admin and one other user so that no articles can be posted there by the other users? So only the admin and one other person are allowed to post articles there; all other users are not allowed to do so. Can this be done using normal means in OsClass?

You would need to refine categories list on publish page based on logged user.
Simplest way.

Thanks for the reply.

Unfortunately, I don't know what or how that means and what I should do so that users can't put anything in a certain category.
