To get pepole to start with new site it easy to pay pepole to join and get paid per ad or something, is it some plugin that can handle this?

You may use plugins that provide such benefits that attract users to a new website by charging for each ad view and another type of engagement. Plugins such as MyCred and GamiPress for WordPress websites let you give users points and money for completing certain tasks.
