That sounds like obsolete feature.
I suppose you can add html constant in permalinks settings.

Are existing links better than html?

The problem in the Arabic language is that the link is symbols and is too long when added to Facebook or WhatsApp

html links are legacy, from 1990, I do not know what would be benefit of having .html in link.
