I want to add a check-box for users to agree with the privacy policy & the terms and conditions at the following spots:
-Register
-Create Item
-When sending a message to a seller (if user/buyer is not logged in)

Do i download the GDPR plugin? Since I already have the cookies consent pro plugin; do these overlap?

Or do you think i could also create these functions simply myself (coding)?

Gdpr is different to cookies consent.

Is GDPR only the checkboxes and Cookies the pop-up for the cookies?

Yes. And GDPR setting is usually stored in database, while cookies settings is just in browser cookies.

It probably does not matter as consent will not be stored in database.
