TIMEZONE OFF 6 HOURS

I cant get the right time configured when I get admin alerts.  Time is off by 6 hours.   php.ini files says America/New_York and admin says the same.  I cant figure out where the problem is.

Best way is to talk to your hosting to synchronize database and PHP server time.
