I tried to use these options on several themes

Therefore is a paid plugin called Item Validation needed i think because it is not included in Osclass itself.

What is the point of having these options in the Control Panel?

Your question is not clear. Control panel is in your hosting

It is assumed that the option is enabled
Users need to check their ads
If the user adds advertisements, the advertisement is immediately published without the knowledge of the administration

Notify admin when new listing is added

You will receive mail when new ad is published.

I use this plugin and works great.... less stress that listings who are not allowed will appear on the website without you are in control of them.
Also i use Advanced Moderating Options plugin so i am fully in charge of what is happening on my website.
Costs a tiny bit of money but a clean website were users know all is checked and (safe) has more potential instead of a website where anyone can post fakes.
