I'm aware of PHPMYADMIN and yes you can backup thru it.

So the question now. What is the easiest way to backup and restore OSCLASS ?

Use solution that backup files & database, hostings usually provide such options and it's best what you can do.
If you try to do it from PHP/Osclass side, it usually takes much longer and is not that reliable.
