When I go to mail server settings and send test email it goes right through but will not send out validation emails to new users

Sometimes test mails are ok but real one not.
It still represent issue with settings.

If I go to mail templates and test one it sends email to admin

I would recommend to first populate all setting fields, check smtp authentication and setting of mail client.
Then you can enable mail server debug to see more details (discussed in other threads as well).

I am not sure what to put in Mail From
and name from and also should username be my osclass admin or my login for my hosting company

Mail from is from mail.
Name from is from name.
All related to mail server.

Well I give up just going uninstall try another program thanks for you replys
