Might save someone else some time. As of March 13, 2023, any account created on or after that date, even when upgraded to a paid account, will not be able to set public access. Apart from Active storage requirement of 25TB+ needed for public access request consideration, for hosting, streaming and content delivery, we require for customers to implement a CDN layer of service into their infrastructure which support S3 functionality (for example Cloudflare ,BunnyCDN) before Public Access is enabled and used by CDN for content delivery.
