Title: Import locations seems to be broken?!

Not sure whats up but afters uploading any location I see no cities instead I get similar message: No cities has been found for region ID

It looks like region ids don't match city ids thus they are not getting uploaded into the table.

Also I have noticed that in case of Regions it used to show in my case HUELVA as region but now it shows Andalusia.

It appears you have switched states for regions!!! Then it should be: Country->State->Region->City

You may download SQL with locations and review.
Tiny villages are not included usually.
