My question is if Attributes plugin works with Rest API plugin? This is very important, if it doesn't work it needs to be made compatible to work between them, otherwise there is no point in buying Rest API plugin if it doesn't work with Attributes plugin to pull custom attributes on item page and show on ios/android app.

It should be work as well as it use default hook from osclass for display customer fields.
The most important are compatible with all osclasspoint plugin like business profile, blog and specially is osclasspay. We will buy it when latest release that support all osclasspoint plugin.

Hook == Web hook and has nothing to do with database.
If you look for same functionality as themes has, forget about app or prepare much more money for developer to do such features.
There will never be support for some wide variety of plugins as it simply does not make sense and is clear misunderstanding what is plugin providing.

So will custom fields created through Attributes plugin show on ios/android app through Rest API plugin?

It's not yet ready to use as it not yet support with osclasspoint plugin
