Because it is not selecting any category.
Go to search page, select category and look into source code. You will see category name there.

You must put category meta description into active elements list in search preferences.

oc-admin > plugins > all in one seo > search
there are 3 sections where on right are available elements to be put into meta tags, and on left are those that are already there.
