How to add Hook for new .PHP File

Hello, anyone please help me.... I want to know how can i add hook to new .php file....
For example, I copy file from USER-PROFILE.PHP and rename it to USER-PROFILE-2.PHP....
My question how can i open it this file ( USER-PROFILE-2.PHP ) for view from User Dashboard? what code for Hook This File from Dashboard to open it?
Sorry if bad english... Hope anyone can help me.... Thank you.

im not a programming and i dont know how to build plugin.... any suggest?
