Question:
I have 9 categories and sub-categories, but I would like to create a category with its sub-categories but that can only publish that site administrator in this category and not users

Meanwhile,
Use geo plugin! & bar other user to post!

Choose whether they are from specific assigned country or not!
If not banned them: & else bar user from listing.
Howz that's simple!

As far as I know osclass does not have option to restrict category for admins only.
