Non-alphabetical region

Hey. Help me please. Region in the drop-down list alphabetically.
How can I make the Moskovskaya region so that it is at the very top, above the Arkhangelskaya region?

You have no field in database you could use to sort.

I do not understand your answer. It is impossible to put at the very top in the drop-down list "Moscow Region"?
