can u please help me to add meta description on ad posting page.. and it was usefull to seo? or it will gave negative effect?

No negative impact, but I am not sure about positive.
You can add it via head.php adding it between <head> and </head> tags.

by having this line is there any positive affect by adding meta description? please dont mind for asking basic doubts bro...

That codes tells google engine to not index particular page. When there is this code on publish page, there is no reason to define meta tags as this site will never appear in google search engine.
