Is it possible to make the theme "subcategories pop up" to show lower level subcategories?  third level of subcategories and so on and so forth until there is no longer anything below it?

Technically it is possible, however we are not going to do that, as it would bring mess into this.
Generally category pop-up may not to show all categories, this is not intention. It should show most used/recent categories to user and provide nice & user-friendly view.
