Latest items count on homepage

I have a problem with displaying the Latest listings on the main page
Only 3 are displayed, when submitting a new ad will be 2 , and then probably will disappear

And when you put a checkmark on Show only premium items in latest items section on the homepage, ads are displayed not correctly
