How do I do it: have 1 default county?

I want to set 1 default county. if you do not select anything, 1 default county will still be displayed. How do I do it?

(In other words, how do I delete blank field 1?)

There is no setting for that, best way is to hardcode via jQuery or PHP, depends what you prefer.
