Head php top of charset=utf-8 code line auto remove

beta theme head.php file if i add

<meta http-equiv="Content-Type" content="text/html; charset=utf-8">

this line of code and save then sometime its auto removed.

also 1st line always blank showing if remove space and save then again same happened.

How & why ..?

I am removed this line from search.php top of section.

and using this line only once in head.php   so its auto apply on all pages.

check this line other pages 2 times show
