I think it should not be build in OC. I think there is more than enough free options in OC.
Those are completely different worlds (WEBP & CDN).
I think there is wider support for webp images so something like generator could be created, it should be something like plugin, that is executed once some image is generated, and will generate different formats of images.
Down size is that this might probably require updates in themes to show multiple image alternatives
Whell. whatever you say. It does not metter a separate plugin, built in a plugin, those options are going to improve page speed drasticly. Just make it reality
