It is possible but I would recommend to do it in way that if user has in wallet more than 0$, then inform user on monthly or weekly base about remaining amount in wallet - but it may be considered as spam.

I subscribe to this ideea, maybe not for osc pay plugin but for email reminder plugin. Like when user reach to an low limit/threshold of credits in his account, to send automatically an email to remind him that still have some founds. Moreover, if the amount is low and Vouchers plugin is installed then to send a voucher code in order to make him puchase credits again. Would be a nice ideea to increase monetization.
