The plugin says: Plugin use Yahoo service to get currency rate at daily frequency. Make sure your cron is functional.

However, the Yahoo finance API was discontinued back in 2017 - More info on this here.
So I don't know if the eCommerce>Refresh Rates feature works as it should (doesn't work for me on localhost).

I found FloatRates as an alternative.

EDIT: I've seen now that Yahoo isn't used anymore, it's https://exchangeratesapi.io/, so the tooltip needs an update.
But why doesn't it work on localhost?

No idea about localhost, maybe some of functions does not work on your local
