I'm using osclass 8.2.1, but the robots.txt file is not on the hosting, is it normal that it doesn't exist?

Not a problem.
It should be created in installation process but you can also create after.
To disable index on site, this should work:

Disallow: /

add this to your robots.txt

User-agent: Googlebot
Disallow: /ads/
Disallow: /post/
