Email Templates tag {WEB_URL} Wrong

In Email Templates, the tag {WEB_URL} is still showing localhost/mysite link even tough the site is alreadyonline eg. www.mysite.com.

Where can I change the {WEB_URL}?

Means its defined as localhost somewhere, probably in config.
