Blog banner ads are not responsive on mobile but the ads are responsive on the main site banner on mobile kindly check.

You have not provided utl to check.
Banner is responsible as much as you set it to be.
If you enter unresponsive banner or site size in absolute values, it will never be responsive

Question on plugin is not valid, this question should be placed to adsense, as plugin only shows what you put there.

I place the ads code in the plugin direct without using the new banner space in the plugin and the ads are responsive on any screen

That means nothing at all.

That means there is a problem with the blog banner CSS sizes and the sidebar you need to UNMARK THE ABOVE BEST ANSWER so it won't mislead people that the problem is from Adsense code

Maybe the Optimize Banners for Adsense will be better to add to the blog banner

When enabled, default width and height of banners will be removed and will be set to 100%. Fluid/responsive adsense banners should then work better.

You have option to define all such parameters in advert. You can even add custom css to advert.
