installed osclass 440 with no location , cannot post item, city is required
Installed location,  now does not require city any more

I have the same problem, using Gamma Theme.
City is required, but dropdown function to choose cities is "gray" color and does not function.

I have already added in my Location Settings (Countries, Regions and Cities),
but still the dropdown is not working

In your case, you have javascript errors in console caused by rocket loader of cloudflare.
I would recommend to double check site functionality, when using such services.
